Denoiser III ( Noise Reduction Software)

Magic Bullet Denoiser III Overview
Shooting in low light or at high ISO’s can add a lot of noise to your footage. Denoiser gets rid of that without removing detail.
Below you'll find a description of how the different controls will adjust your footage.
Denoise
Reduce Noise: This is the master control to adjust how much Noise is removed from you footage. Turning this up will require a bit more rendering time as it's removing more noise from your footage.
Smooth Colors: Smooth colors will specifically target color noise found in your footage and work to blend that noise together.
Preserve Details: This operates after Reduce noise in order to bring back detail that may have been lost by high levels of noise reduction. Increase this value to restore detail in your footage.
Sharpen
Amount: Reduce Noise can blur your footage at higher settings. Sharpen helps bring some of the lost sharpness back into your footage after the Denoising pass has been completed. 
Radius: Affects the radius of sharpening that is performed on the edges of your subject. Edges are regions of your image where this is a sharp contrast between light and dark color values.

1100 $ AMD system to edit 4K

Amd recently has released some great CPU with high cores and low prices. About 305$ you can get an editing beast with 8 cores @3.7 GHz. This cpu will be enough to edit smoothly. There are more expensive cpu and higher cores or higher frequencies but to be honest we don't need real time exporting. You can have a break and drink a coffee while exporting your video. Memory is important. Lower the size the more time it takes to do task. I recommend 16GB DDR4. (2400Mhz or more is great also). That amount will make switching between applications easier and faster. So right now we spent 305 dollars for cpu and 150 for memory (RAM). Sum is 455 $. Lets suppose you are upgrading your system so you have some hard drives and some ssd maybe. I love SSDs for system and as a drive for footages. For the system Samsung EVO 970 will do a great job for 90$ ( Sata m.2 250GB @Read speed up to 3400 MB/s).
